On February 20, 2003, Rumsfeld, again on the NewsHour with Jim Lehrer program, said basically the same thing:

To the extent he [Saddam] is persuaded that it’s inevitable that he’s going to lose his position and his regime is going to be cast out, it’s at least possible . . . is it one percent? I don’t know. But it’s not zero percent that he might leave. The second possibility is the people in Iraq might decide he should leave—and help him. And so that’s a possibility. If that happens, if that were to happen, as remote as it may be, it would only happen because the people in Iraq—he or the people around him who decide they would prefer he not be there— were persuaded that it was inevitable that he was going to go either voluntarily or involuntarily.6
